Report

The Metropolitan Transportation Commission (MTC) is the metropolitan planning organization for the nine-county San Francisco Bay Area region, which includes Santa Clara County. The MTC’s Complete Streets Policy (MTC Resolution No. 4493) requires all projects in public right-of-way to submit a Complete Streets Checklist if they are seeking:

 

                     $250,000 or more in regional discretionary fund (e.g., the Transportation Development Act Article 3 fund), or;

                     MTC endorsement and letters of support for state or federal funding programs.

 

Attachment 1 is the MTC Resolution 4493.

 

Prior to submitting the Checklist, projects are required to:

 

                     Review the Checklist with local (or equivalent) Bicycle and Pedestrian Advisory Committee (BPAC) to ensure complete streets elements are adequately incorporated

                     Complete a Transit Agency Review Form with transit agency(ies) to ensure appropriate coordination if transit stations or routes could be impacted (MTC Resolution No. 4739)

 

Attachment 2 is the MTC Resolution 4739.

 

Staff plans to submit grant applications for one or more of the following projects and will be seeking MTC’s endorsements:

 

                     Mary Avenue Grade Separation project: separate existing at-grade Caltrain crossing by maintaining the existing Caltrain tracks and lowering Mary Avenue with a new access point to Evelyn Avenue.

                     Sunnyvale Avenue Grade Separation project: separate existing at-grade Caltrain crossing by maintaining the existing Caltrain tracks and construct a pedestrian and bicycle undercrossing. This option will eliminate vehicular access on Sunnyvale Avenue through the tracks.

                     Bernardo Avenue Pedestrian-Bicycle Undercrossing project: construct a new pedestrian and bicycle undercrossing to connect North and South Bernardo Avenue, which is currently separated by Caltrain tracks and Central Expressway.

                     Sunnyvale Caltrain Station Pedestrian-Bicycle Access Improvement project: Improve pedestrian and pedestrian access to the Sunnyvale Caltrain Station. The project boundary is bounded by California Avenue to the north, Sunnyvale Avenue to the east, Washington Avenue to the south, and Pastoria Avenue to the west.

 

Based on coordination with Santa Clara Valley Transportation Authority, an independent special district that serves as the County’s primary public transit provider and congestion management agency, both the Bernardo Avenue Undercrossing and Sunnyvale Caltrain Station Pedestrian-Bicycle Access Improvement projects require a Transit Review Form. Attachments 3 and 4 are the completed Transit Review Forms.

 

Summary of BPAC’s review feedback will be included in the MTC Complete Streets Checklist submittals.
