SUMMARY OF COMMISSION ACTION
The Housing and Human Services Commission (HHSC) made a recommendation on the CDBG Capital Project and Affordable Housing Loan proposal (incorporated into the draft 2019 HUD Amended Action Plan) at their meeting on October 23, 2019 (Attachment 4).
The HHSC considered the draft 2019 HUD Amended Action Plan on November 20, 2019 (Attachment 1) and voted to recommend approval of the draft 2019 HUD Amended Action Plan as shown in Attachment 3 (which is summarized in Attachment 2). The vote was 6-0, with no Commissioners absent. See Attachment 5 for an excerpt of the draft minutes of the November 20, 2019 HHSC meeting.
The amendment acknowledges the return on investment from a former loan to Sunnyvale Community Services (due to sale of property on Kifer Road) and allows funding of a new loan to Sunnyvale Community Services for acquisition of a property (with a larger building) on Kern Avenue.
PUBLIC CONTACT
Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall, at the Sunnyvale Senior Center, Community Center and Department of Public Safety; and by making the agenda and report available at the Sunnyvale Public Library, the Office of the City Clerk and on the City's website.
Notice of public hearings, including the 30-day public comment and review period, was posted at City Hall and published in the Sunnyvale Sun newspaper on November 8, 2019.
A draft of the 2019 HUD Amended Action Plan was made available for public review at the One Stop Counter at City Hall, at the Sunnyvale Library, and was posted on the City’s website for the required minimum 30-day review period prior to City Council action.

STAFF RECOMMENDATION
Recommendation
Alternative 1: Approve the 2019 HUD Amended Action Plan as shown in Attachment 3 of the report.
Approval of the Amended Action Plan will allow the City to allocate the Community Development Block Grant program income received during Program Year 2019 to address local needs for affordable housing and related programs, consistent with the 2015-2020 Consolidated Plan. Once approved by the City Council, staff will forward the Amended Action Plan to HUD, no later than December 11, 2019.
