The action being considered does not constitute a “project” with the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
DISCUSSION
Housing Officer
In April 2023 the Office of the City Manager was presented with a compensation study request from the Community Development Department (CDD). This request was for a review of the Housing Officer pay range for both internal and external equity, the request was approved in June 2023.
A survey of comparable cities was conducted, and data was prepared for City Manager review. The Office of the City Manager, Human Resources, and CDD discussed survey results and recommend increasing the pay range. Staff recommends the pay for the Housing Officer classification be reflective of the equivalent comparable city classifications within the City of Sunnyvale compensation plan and internal equity. Based on this study, an increase to the current salary of $185,340 by 12% to $207,579 (Pay Range 20) is recommended. This aligns the Housing Officer with the Chief Building Official and Planning Officer, the other division management classifications in CDD.
Public Safety Records Manager
In September 2023 the Office of the City Manager approved a compensation study request from the Department of Public Safety (DPS). This request was for a review of the Public Safety Records Manager pay range. A survey of comparable cities was conducted, and data was prepared for City Manager review.
The Office of the City Manager, Human Resources, and DPS discussed survey results and recommend increasing the pay range. Staff recommends the pay for the Public Safety Records Manager classification be reflective of the equivalent comparable city classifications. Based on the study, it is recommended to increase the top step for Public Safety Records Manager from $135,250 by 6% to the comparable cities top step average of $143,320 (new Pay Range).
Both classifications are represented by the Sunnyvale Managers Association (SMA). SMA was provided notice and an opportunity to comment on the proposed salary changes for the represented classifications.
