Designate a Voting Delegate and Alternate for the 2025 League of California Cities Annual Conference

BACKGROUND

The League of California Cities (“CalCities”) Annual Conference is held annually in September or October. This year the conference is from October 8 – 10, 2025, in Long Beach. During the Conference, CalCities membership acts upon resolutions that establish League policy during the General Assembly of the Conference, scheduled this year for October 10.

 

Each member city is entitled to one vote on matters pertaining to CalCities policy. Cities must designate one voting delegate and may designate up to two voting delegates, which per CalCities bylaws must be done by city council and cannot be accomplished by individual action of the Mayor or City Manager alone. The League also requires the voting delegates to be registered conference attendees.

 

EXISTING POLICY

Goal 7.3C: Participate in intergovernmental activities, including national, state and regional groups, as a means to represent the City’s interests, influence policy and legislation, and enhance awareness.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” with the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378 (b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

 

DISCUSSION

Staff is presenting this report with the proposed voting delegate and alternate.

 

Current Council Policy 7.4.12, Council Appointments to Intergovernmental Agencies, delegates the appointment of the voting delegates and alternates to the Mayor. The League’s bylaws require that the voting delegates and alternates be approved by city council action and submitted to CalCities’ online portal by a registered City representative, who affirms the appointments as accurate.

 

Only one voting delegate may be selected, and up to two alternates, one of whom may vote if the designated voting delegate is unable to attend the General Assembly. To cast a vote, at least one voter must be present at the General Assembly and in possession of the voting delegate card. The voting delegate card may be transferred freely between the voting delegate and alternates, but only between the voting delegate and alternates.

 

For this year’s annual conference, the Mayor nominates as follows:

 

Voting Delegate: Councilmember Murali Srinivasan

 

Alternate(s): Councilmember Charlsie Chang

 

FISCAL IMPACT

There is no fiscal impact associated with this report.

Public contact was made by posting the Council meeting agenda on the City's official-notice bulletin board at City Hall, at the Sunnyvale Public Library and in the Department of Public Safety Lobby. In addition, the agenda and this report are available at the City Hall reception desk located on the first floor of City Hall at 456 W. Olive Avenue (during normal business hours), and on the City's website.

 

RECOMMENDATION

Recommendation

Staff makes no recommendation. By approval of the Consent Calendar, Council ratifies the Mayor’s nomination of Councilmember Murali Srinivasan as Voting Delegate and Councilmember Charlsie Chang as Alternate Voting Delegate for the 2025 League of California Cities Annual Conference.

 

Levine Act

LEVINE ACT

The Levine Act (Gov. Code Section 84308) prohibits city officials from participating in certain decisions regarding licenses, permits, and other entitlements for use if the official has received a campaign contribution of more than $500 from a party, participant, or agent of a party or participant in the previous 12 months. The Levine Act is intended to prevent financial influence on decisions that affect specific, identifiable persons or participants.
