Recommendation
Take the following actions:
- Award a Consultant Services Agreement to Callander Associates Landscape Architecture, Inc. of San Jose in a not-to-exceed amount of $575,420 for professional services for the San Antonio Park Renovation and Enhancement Project in substantially the same form as Attachment 1 to the report;
- Authorize the City Manager to execute the agreement when all the necessary conditions have been met; and
- Approve a 10% contingency in the amount of $57,542.

BASIS FOR RECOMMENDATION
San Antonio Park, located at 1026 Astoria Drive, is a 5.8-acre neighborhood park originally constructed in 1969. As the facility has aged, a comprehensive renovation and enhancement are needed to improve safety, accessibility, functionality, and the overall park user experience.
The San Antonio Park Renovation and Enhancement Project is intended to address the aging infrastructure and better meet current community needs. Planned improvements include renovating the restroom building based on building evaluation; replacing the existing natural grass athletic field with a new natural grass athletic field, replacing damaged fencing; and upgrading portions of the ornamental landscaping, irrigation systems, park amenities, drainage systems, and concrete pathways. The project is designed to enhance the recreational usability, improve the park’s attractiveness, and reduce utility consumption.
Community engagement is a central component of the preliminary design phase. A public outreach plan will be prepared and submitted for review and approval upon start of the project. Public meetings will be held to gather feedback from neighbors, park users, and other stakeholders to help refine the final project scope.
The City posted a request for proposals (RFP) to secure professional services necessary for investigation, analysis, design, preparation of construction drawings and contract specifications, consultation, services during construction and other services for the San Antonio Park Renovation and Enhancement Project. Specifically, an RFP was posted on PlanetBids on February 9, 2026, and distributed to multiple California firms for design and construction support services for the San Antonio Park Renovation and Enhancement Project.
Seven (7) proposals were received on March 9, 2026, and Callander Associates Landscape Architecture, Inc. was selected as the highest-ranked proposer. Proposals were evaluated against the criteria outlined in the Request for Proposals, including project understanding and approach, the qualifications and experience of the project team, the project schedule, and proposed fees. Based on the evaluation results, staff determined that Callander Associates Landscape Architecture, Inc. provided the best overall value to the City. A detailed scope of work is included in Attachment 1 to this report.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
The consultant’s scope of work includes performing environmental studies and environmental documentation (including those for CEQA exemptions), prior to City approval and commencement of any work involving physical changes to the environment. It is anticipated that the project will be exempt under the categorical exemptions pursuant to the CEQA Guidelines, including Sections 15301, 15302 and/or 15304.
FISCAL IMPACT
Funding for this project is available in Fund 2100 - Park Dedication Fund under Project 830450 - San Antonio Park Renovation and Enhancement. A project budget financial summary is included as Attachment 2.

Public contact was made by posting the Council meeting agenda on the City's official-notice bulletin board at City Hall, at the Sunnyvale Public Library and in the Department of Public Safety Lobby. In addition, the agenda and this report are available at the City Hall reception desk located on the first floor of City Hall at 456 W. Olive Avenue (during normal business hours), and on the City's website.
Levine Act
LEVINE ACT
The Levine Act (Gov. Code Section 84308) prohibits city officials from participating in certain decisions regarding licenses, permits, and other entitlements for use if the official has received a campaign contribution of more than $500 from a party, participant, or agent of a party or participant in the previous 12 months. The Levine Act is intended to prevent financial influence on decisions that affect specific, identifiable persons or participants.
