GRANT SUMMARY
The City Manager applied for, and on September 12, 2014, the City was awarded grant funds in the amount of $13,361 to the Department of Public Safety (DPS) from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance (OJP/BJA) via the Justice Assistance Grant (JAG) Program. DPS has been applying for and accepting these grants since 1996.  From 1996 through 2005 they were called Edward J. Byrne Memorial Justice Assistance Grants (Byrne Grants).  In 2006, the name was changed to Justice Assistance Grants (JAG).
 
FY 2014/15 is the fourth year in which the JAG monies will be used to purchase equipment for front-line policing.  In prior years, this funding was used to supplement personnel costs in the Traffic Unit. Realignment within DPS necessitated the requested change in use from personnel to equipment. OJP/BJA approved the change as a condition of accepting the grant funds.
 
The Bureau of Police Services, Division of Police Operations will be responsible for managing the operational functions of the grant. The Bureau of Special Operations, Division of Strategic Services will manage the financial aspects of the grant.

EXISTING POLICY
Council Policy 7.1.5 Donations, Contributions and Sponsorships:
The City Manager may apply for grants of any dollar amount, but shall notify the Council when grants are being pursued. Council approval of a budget modification to appropriate grant monies is required before funds can be expended by staff. Such a budget modification shall include the use to which the grant would be placed; the objectives or goals of the City which will be achieved through use of the grant; the local match required, if any, plus the source of the local match; any increased cost to be locally funded upon termination of the grant; and the ability of the City to administer the grant. For grants under the amount of $5,000 that do not have any external reporting requirements or any local match requirement, Council approval of a budget modification is not required. The City Manager is authorized to accept and administratively appropriate the grant funds.
 
This grant does not meet all of the criteria to be administratively appropriated by the City Manager; therefore a budget modification is required. Grant funds from the OJP/BJA have external reporting requirements and fall under the federal single audit guidelines.

The Bureau of Justice Assistance requires full disclosure and approval of how JAG funds will be used as a condition of the grant award. The following items were approved for purchase with this grant award.
 
•      Two WRAP Restraint System (approximately $970 each) - Restraint system to prevent injuries from violently resisting suspects.  One for each supervisor's vehicle.
 
•      Three Digital Cameras (approximately $300 each) - Needed for Community Service Officers' use in evidence collection.
 
•      Three Cases for Cameras (approximately $76 each) - For cameras used by the Community Service Officers.
 
•      Two Tactical Breaching Kits (approximately $500 each) - The breaching equipment kits will be used by SWAT for gaining entry into locked/fortified buildings and interior rooms. These lightweight kits have been specially designed to be carried by a tactical team member and consist of a carrying bag with various metal striking and prying tools.
 
•      Seven  MSA CBRN Gas Masks (approximately $1,350 each) - The gas masks will be used by SWAT members during tactical operations in smoke and gas charged environments. This style mask provides a maximum field of view and is conducive to operating a variety of shoulder mounted weapons. The masks are also compatible with the team's communication system.
 
Once these items have reached the end of their useful life or become obsolete, alternative funding sources will be sought for their replacement.
 
Budget Modification No. 15 has been prepared to appropriate $13,361 of Department of Justice, Office of Justice Programs, Bureau of Justice Assistance Grant Funds for Frontline Law Enforcement to a new project, FY 2014/15 Justice Assistance Grant.
