Approval is requested to award a construction contract in the amount of $756,325 to California Trenchless, Inc. of Hayward for the 2017 Sanitary Sewer Main Replacement project. Approval is also requested for a 10% construction contingency in the amount of $75,633.

 

EXISTING POLICY

Section 1309 of the City Charter requires construction contracts to be awarded to the lowest responsive and responsible bidder. Further, pursuant to Section 2.09.040 of the Sunnyvale Municipal Code, City Council approval is required for public works contracts exceeding $100,000 in any one transaction.

 

ENVIRONMENTAL REVIEW

In accordance with the California Environmental Quality Act (CEQA) guidelines, the project is categorically exempt pursuant to section 15302(c), as a Class 2 replacement or reconstruction of existing utility system.

 

BACKGROUND AND DISCUSSION

Capital Project 825331, Replacement/Rehabilitation of Sanitary Sewer System, provides for the inspection, design, and replacement or rehabilitation of citywide sewer lines. The City has over 280 miles of sewer lines, from six inches to forty-eight inches in diameter, with many of the lines more than 50 years old. Sewer pipeline failures are occurring and deficiencies have been noted at various locations citywide. The funding provided by this project allows for the replacement or rehabilitation of sewer mains as failures or deficiencies are identified.

                     

This project will replace or rehabilitate approximately 1,880 linear feet (about a third of a mile) of sanitary sewer mains prioritized by City staff based on staff inspection data. The following five locations have been initially identified:

 

1.                     Bernardo Avenue south of Evelyn Avenue and adjacent public utility easement

2.                     Public utility easement between 895 Blair Avenue and 916 W. El Camino Real

3.                     Public utility easement between 825 Blair Avenue and 852 W. El Camino Real

4.                     Alamitos Drive between Balboa Court and Ayala Avenue; Ayala Drive between Alamitos Drive and Bernardo Avenue; and easement between Alamitos Drive and Bernardo Avenue

5.                     Public utility easement north of 675 Almanor Avenue

 

In addition to the sewer main replacements, and to facilitate future ease of maintenance, 12 sewer laterals from the main line to the property lines will be replaced due to their poor condition, cleanouts will be installed at the property line if none currently exist, and 10 manholes will also be rehabilitated or reconstructed.

 

The construction project was advertised for competitive bidding on the City’s DemandStar public procurement network and distributed to Bay Area Builder’s Exchanges on January 5, 2018. Eleven (11) contractors requested bid documents and sealed bids were opened on January 31, 2018, with five (5) responsive bids received. The bid summary is contained in Attachment No. 1. The lowest responsive and responsible bid was received from California Trenchless, Inc.

 

FISCAL IMPACT

Project costs include the base bid of $756,325 and a recommended 10% contingency in the amount of $75,633, for a total of $831,958. Budget funds are available in Capital Project 825331, Replacement/Repair/Rehabilitation of Sanitary Sewer System.

This project is funded in the Wastewater Management Fund

Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall, at the Sunnyvale Senior Center, Community Center and Department of Public Safety; and by making the agenda and report available at the Sunnyvale Public Library, the Office of the City Clerk and on the City's website.

 

RECOMMENDATION

Recommendation

1) Making a finding of a categorical exemption from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15302(c) for the replacement or reconstruction of existing utility system; 2) award a contract in substantially the same form as Attachment 2 to the report in the amount of $756,325 to California Trenchless, Inc. of Hayward and authorize the City Manager to execute the contract when all necessary conditions have been met; and 3) approve a 10% construction contingency in the amount of $75,633.
