BACKGROUND

In early 2025, Council set five (5) strategic goals to guide the City from July 2025 through June 2027. In the next two years, we are taking active steps to create:

 

1.                     A responsive, transparent, and efficient city government;

2.                     An accessible, engaged and welcoming community;

3.                     A sustainable city: advancing climate action, active transportation and the Vision Zero Plan;

4.                     A model to prevent homelessness, prioritize new housing, and support the unhoused community; and

5.                     A City that invests in modern public infrastructure.

 

On April 22, 2025, Council received the two-year Workplan associated with the Strategic Goals. The Workplan was developed to include Council-directed priority projects (formerly reported on as Study Issues), key projects formerly reported on as “Top 30” projects, as well as significant Department-driven projects that align with Council Strategic Goals (formerly “Priorities”). Resources needed to implement Workplan items were included in the FY 2025/26 budget process, with budget adoption on June 17, 2025.

 

This report provides Workplan Updates from the second quarter for FY2025/26 (October - December 2025).

DISCUSSION

The Strategic Framework Workplan serves as a comprehensive list of priority initiatives requiring significant staff resources during the July 2025 through June 2027 period. It includes efforts to implement Council-adopted and State-mandated plans (such as the Housing Element, Active Transportation Plan, and Climate Action Playbook), major capital improvement projects (including many initiatives previously reported as “Top 30” projects), Study Issues (now referred to as “Council Priority Projects”), and other substantial initiatives that require focused attention or enhanced staff capacity over the two-year timeframe.

 

The Workplan is intentionally limited to significant efforts that directly support the Council’s Strategic Goals. It does not capture the City’s day-to-day operations and service delivery, which are reported separately on an annual basis and documented through performance measures and workload indicators included in the City’s adopted budget.

 

Workplan Dashboard

In the first quarter of FY 2025/26, staff developed a visually accessible online Workplan Dashboard to report on the status and progress of projects included in the Strategic Framework Workplan. As part of this effort, the City transitioned away from the Knack tool previously used for Study Issues (“Council Priority Projects”) and Top 30 reporting and consolidated all progress updates into a single, unified Workplan. This approach enhances transparency for the Council and the community while streamlining staff reporting around one coordinated list of priority initiatives.

 

The Workplan Dashboard currently includes first- and second-quarter updates for all 147 projects included in the Workplan, including both Council Priority Projects and operational projects.

 

During the second quarter, the City Manager added the following operational projects to the Workplan:

                     GO-37: Update Council Policies

                     CO-27: Adopt a Storm Drain Program

 

The City Manager removed the following operational project during the second quarter:

                     GO-14: Implement new performance management tools to track employee performance

o                     Rationale: Existing staff resources will be redirected to ensure completion of all performance evaluations within the current system.

 

At the February 26, 2026 Council Priority Projects Workshop, the City Manager will recommend eliminating or deferring some existing Council Priority Projects to ensure sufficient staff capacity is available to address the City’s highest-priority new initiatives for 2026. The Workplan Dashboard is available on the City’s website under the “Your Government” section (Attachment 1).

 

Q2 FY2025-2026 (Oct - Dec 2025) Summary Update

Staff have made substantial progress advancing key initiatives across all five Council Strategic Goals - Responsive Government, Housing Solutions, Welcoming Community, Sustainable City, and Modern Infrastructure.

 

The following highlights provide a snapshot of notable projects across each Council Strategic Goal based on the second-quarter updates. Complete project details and status updates are available in the Strategic Framework Workplan Dashboard.

 

Responsive Government

Projects under the Responsive Government goal continue to emphasize modernization, operational efficiency, and regulatory compliance. Significant progress has been made on improving internal workplan reporting and dashboard tools, with most system migrations complete. The Evaluation of the City of Sunnyvale Study Issues Process was completed, with the adoption of an updated Council Policy and process. Bonds were issued for the SMaRT Station equipment replacement project, which will advance the City’s solid waste-related policy goals. Departments are also advancing efforts to streamline permitting and administrative processes, including special events permitting. In parallel, work is underway to ensure City compliance with new federal ADA digital accessibility requirements, including staff training and remediation planning to meet the federal government’s April 2026 deadline.

 

Welcoming Community

Welcoming Community projects focus on equity, cultural inclusion, and neighborhood quality of life. Several initiatives advanced during this reporting period, including updates to the City’s Historical Context Statement to better reflect contributions of historically underrepresented communities, which progressed through commission review. Street tree repopulation efforts are moving forward with an equity lens, including potential vendor selection in March 2026 and exploration of longer-term operational approaches. Other projects continue to support placemaking, community engagement, and inclusive public spaces.

 

Housing Solutions

Housing Solutions projects remain centered on implementing Council-adopted housing policies and meeting state and regional housing obligations. During this period, staff continued technical analysis, interdepartmental coordination, and external engagement to advance housing policy initiatives, implementation programs, and planning efforts. While many projects are multi-year in nature, work remains active and aligned with Housing Element commitments and Council priorities. Staff advanced work on developing a Strategic Plan addressing homelessness. An initial framework has been shared with Council, and additional outreach is underway. Staff anticipates returning to Council with a revised draft in May 2026.

 

Sustainable City

Projects supporting the Sustainable City goal show steady progress toward climate and environmental objectives. The Climate Budgeting project was completed and presented to Council, marking a key milestone in integrating climate considerations into financial decision-making. Studies on bike lanes on Mathilda Avenue and Hollenbeck Avenue were completed, with Council direction provided for both locations. Additional sustainability initiatives continue to advance, including research and outreach related to evaluating artificial turf versus living ground covers, as well as other environmental and resilience-focused efforts that remain on track.

 

Modern Infrastructure

Modern Infrastructure projects emphasize planning, reliability, and long-term service delivery. Work is underway to develop a citywide cell coverage mapping effort, including preparation of a Request for Proposals to better understand service gaps and resiliency needs. Planning for major infrastructure initiatives, such as the Moffett Park Specific Plan Infrastructure Plan, continues, with implementation anticipated in future phases. Other projects focus on foundational planning and readiness activities that support future capital investment.

 

Several major infrastructure projects continue to advance through design and community engagement phases. Design work for Fire Station 2 is progressing, with construction anticipated to take approximately 30 months and a project completion date of August 2027. In parallel, Las Palmas Park Renovation has completed its second community meeting, and staff are currently reviewing public input to inform on next steps.
