BACKGROUND

Sunnyvale is a member of the Cities Association of Santa Clara County (CASCC). CASCC is the appointing body for certain intergovernmental assignments, and their City Selection Committee annually appoints applicants for these assignments in January.

 

Two assignments that CASCC appoints for include the Santa Clara County Airport Land Use Commission (ALUC) and the Santa Clara County Emergency Operational Area Council (EAOC). ALUC requires that two members be representatives of cities in the county and nominated by the CASCC City Selection Committee (Seats 6 and 7). EAOC requires that one member (Seat 6) be a representative from among the Cities of Milpitas, Sunnyvale, and Santa Clara, and nominated by the CASCC City Selection Committee. The Santa Clara Board of Supervisors confirms the nominated appointees to EAOC.

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” with the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378 (b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

 

DISCUSSION

At their January 30, 2025, meeting, the CASCC City Selection Committee voted to nominate Councilmember Richard Mehlinger to ALUC as a CASCC Representative for Seat 7 and Councilmember Murali Srinivasan to EAOC as the representative for the Cities of Milpitas, Sunnyvale, and Santa Clara for Seat 6.

 

On February 5, 2025, the Santa Clara County Board of Supervisors recognized the appointment of Councilmember Mehlinger to ALUC, and their letter is included as Attachment 1. On February 25, 2025, the Board of Supervisors voted to confirm the nominated appointees to EAOC, and their letter confirming the appointment of Councilmember Srinivasan is included as Attachment 2.

 

FISCAL IMPACT

There is no fiscal impact associated with this action.

 

PUBLIC CONTACT

Public contact was made by posting the Council meeting agenda on the City's official-notice bulletin board at City Hall, at the Sunnyvale Public Library and in the Department of Public Safety Lobby. In addition, the agenda and this report are available at the City Hall reception desk located on the first floor of City Hall at 456 W. Olive Avenue (during normal business hours), and on the City's website.

 

RECOMMENDATION

Recommendation

Staff makes no recommendation. By approval of the Consent Calendar, City Council ratifies the Cities Association of Santa Clara County Appointments of Councilmember Richard Mehlinger to the Santa Clara County Airport Land Use Commission and Councilmember Murali Srinivasan to the Santa Clara County Emergency Operational Area Council.

 

Levine Act

Code Section 84308) prohibits city officials from participating in certain decisions regarding licenses, permits, and other entitlements for use if the official has received a campaign contribution of more than $500 from a party, participant, or agent of a party or participant in the previous 12 months. The Levine Act is intended to prevent financial influence on decisions that affect specific, identifiable persons or participants.
