BACKGROUND

This report recommends amending the Classification Plan to add the newly established classifications of Librarian I/II and Vehicle Abatement Officer, and the City’s Salary Resolution to make corresponding updates and correct the Public Safety Dispatcher - Lateral pay rate.

 

EXISTING POLICY

Section 1103, entitled Classification, of the City Charter states that additions or changes to the classification plan may be adopted from time to time by the City Council upon the recommendation of the City Manager.

 

Section 1104, entitled Pay Plan, of the City Charter states that amendments to the pay schedule may be adopted from time to time by City Council upon the recommendation of the City Manager.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” with the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

 

DISCUSSION

 

Librarian I/II

The Department of Library and Recreation Services (LRS) requested a review of the Librarian classification.  This review looked at the option to create a Librarian I/II classification. Currently the Librarian classification does not require prior librarian experience, resulting in a less experienced candidate pool.  Additionally, Librarians do not have formal supervisory duties, which could put them at a disadvantage when pursuing promotional opportunities within LRS. The Supervising Librarian classification, which is the classification directly above Librarian, requires some leadership or supervisory experience. 

 

Revising the classification to Librarian I/II will offer skill development and potential promotional opportunities for current Librarians.  The new classification series will also introduce an additional level within LRS with formal supervisory responsibilities where staff can learn and utilize skills to prepare them future opportunities. 

 

Vehicle Abatement Officer

The Department of Public Safety (DPS) has requested to create a full-time Vehicle Abatement Officer classification.  The Vehicle Abatement Officer positions are currently all part-time, which has a more limited candidate pool.  Creating a full-time employment option provides DPS an opportunity to attract a larger applicant pool, making recruitment more efficient.  Additionally, adding a full-time Vehicle Abatement Officer classification will provide sustainable staffing to better handle the increased volume for service requests.  

 

These classifications will be represented by SEA/ IFPTE Local 21. SEA/IFPTE Local 21 was provided notice and an opportunity to comment on the proposed pay rates and job descriptions for the represented classifications.

 

Public Safety Dispatcher-Lateral

This section is to correct an error that was included on RTC 24-1043.  The Public Safety Dispatcher - Lateral hourly pay rate was listed as $71.3501 for Step 5 and will be corrected to $71.3504. 

 

This classification is represented by the Communications Officers Association (COA). COA was provided notice of this correction.

 

 

FISCAL IMPACT

This resolution will not add any positions, adjust the pay for incumbents of existing positions nor modify the budget. Funded positions for all classifications being added were included in the FY 2024/25 Adopted Budget.

 

PUBLIC CONTACT

Public contact was made by posting the Council meeting agenda on the City's official-notice bulletin board at City Hall, at the Sunnyvale Public Library and in the Department of Public Safety Lobby. In addition, the agenda and this report are available at the City Hall reception desk located on the first floor of City Hall at 456 W. Olive Avenue (during normal business hours), and on the City's website.

 

RECOMMENDATION

Recommendation

Adopt a Resolution amending the Classification Plan to add the Classifications of Librarian I/II and Vehicle Abatement Officer, and the City’s Salary Resolution to make corresponding changes to the Schedule of Pay and correct the Public Safety Dispatcher - Lateral Pay Rate, effective April 13, 2025.

 

Levine Act

LEVINE ACT

The Levine Act (Gov. Code Section 84308) prohibits city officials from participating in certain decisions regarding licenses, permits, and other entitlements for use if the official has received a campaign contribution of more than $500 from a party, participant, or agent of a party or participant in the previous 12 months. The Levine Act is intended to prevent financial influence on decisions that affect specific, identifiable persons or participants.
