Designate a Voting Delegate and Alternate for the League of California Cities Annual Conference

Report

BACKGROUND

The League of California Cities (the “League”) Annual Conference is held every September and is scheduled this year from Wednesday, September 12 through Friday, September 14, 2018, in Long Beach, CA. During the Conference, the League membership acts upon resolutions that establish League policy during the Business Meeting session of the Conference, scheduled for Friday, September 14, at 12:30 p.m., at the Long Beach Convention Center.

 

Each member city is entitled to one vote on matters pertaining to League policy. Cities must designate one voting delegate and up to two alternate voting delegates, which, per League bylaws, must be done by city council action and cannot be accomplished by individual action of the mayor or city manager alone (Attachment 1). The League also requires the voting delegates be registered conference attendees and signed in at the Voting Delegate Desk upon arrival.

 

EXISTING POLICY

Council Policy 7.3.1 Legislative Management- Goals and Policies

Goal 7.3C: Participate in intergovernmental activities, including national, state, and regional groups, as a means to represent the City’s interests, influence policy and legislation, and enhance awareness.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a "project" with the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378 (b) (5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

 

DISCUSSION

Staff is presenting this report with the proposed voting delegate and alternate. The voting delegate and alternate may be designated, at the Council’s discretion, from the Councilmembers or City staff scheduled to attend the conference.

 

Current Council Policy 7.4.12, Council Appointments to Intergovernmental Agencies, delegates the appointment of the voting delegates and alternates to the Mayor. However, the League confirmed that this policy does not meet the criteria set forth in their bylaws, which require that voting delegates and alternates be approved by city council action and affirmed by the mayor or city clerk’s signature on the Voting Delegate/Alternate Form. Therefore, staff will return to Council with a policy amendment later this year.

 

For this year’s annual conference, the Mayor nominates as follows:

 

Voting Delegate: Councilmember Nancy Smith

Alternate: City Manager Kent Steffens

 

Only one voting delegate may be selected, and up to two alternates, one of whom may vote in the event the designated voting delegate is unable to attend the Business Meeting.

 

To cast a vote, at least one voter must be present at the Business Meeting and in possession of the voting delegate card. Only one voting delegate card will be provided at sign-in to be used by either the voting delegate or alternates. The voting card may be transferred freely between the voting delegate and alternates; the voting delegate card may not be transferred to another city official that has not be designated on the voting delegate form.

 

FISCAL IMPACT

There is no fiscal impact related to this report.

Recommendation

Approve the Mayor’s nomination of Councilmember Nancy Smith as Voting Delegate and City Manager Kent Steffens as Alternate.
