REPORT IN BRIEF
Approval is requested to authorize the issuance of a purchase agreement to Zetron, Inc. of Redmond, WA in the amount of $416,907.94 for the purchase of a fire station alerting and communication system for all Fire Stations. Approval for a 10 % contingency in the amount of $41,690 is also requested.
EXISTING POLICY
Pursuant to Section 2.08.040 of the Sunnyvale Municipal Code (SMC) Council approval is required for the procurement of goods and/or services greater than $250,000 in any one transaction.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment.
BACKGROUND AND DISCUSSION
Zetron is an integrated fire station alerting and communication system. The City of Sunnyvale Department of Public Safety (DPS) deployed it to its six (6) fire stations approximately twenty (20) years ago. The system provides direct communication with the 911 dispatch center. It also features automations for the fire stations including:
• Sending alert tones and broadcasting dispatch messages over the public address system;
• Integration with the current Computer Aided Dispatch (CAD) and Mobile Data Computers (MDT) for apparatus and fire vehicles tracking;
• Opening/closing/locking of bay doors;
• Turning on/off lights, ovens, and other essential peripherals.
The current Zetron infrastructure for the fire stations is outdated and no longer supported by the vendor. The electrical wiring, transponders and relay boxes are also old and causing intermittent issues. There is a need to implement a complete replacement of the obsolete Zetron IP FSA system, peripherals, and its related infrastructure components and replace it with the current Zetron MAX FSA system.
During the upcoming Fire Station 2 replacement project, the current Zetron system will be supported in the existing Fire Station 2 building until all DPS staff are relocated to the new building, which will be equipped with the upgraded infrastructure.
The total cost of the agreement is $416,907.94, which includes the purchase of hardware, five years maintenance and support (M/S), installation support, and training.
FISCAL IMPACT
Funds are available in Fund 7027 - Technology & Communications Services. Ongoing maintenance and support costs will be incorporated into the operating budget at the end of the initial support period in FY 2030/31.

Public contact was made by posting the Council meeting agenda on the City's official-notice bulletin board at City Hall, at the Sunnyvale Public Library and in the Department of Public Safety Lobby. In addition, the agenda and this report are available at the NOVA Workforce Services reception desk located on the first floor of City Hall at 456 W. Olive Avenue (during normal business hours), and on the City's website.
RECOMMENDATION
Recommendation
Take the following actions:
- Authorize the issuance of a purchase agreement to Zetron, Inc. in the amount of $416,907.94 for the purchase of Fire Station Touch Control System;
- Authorize The City Manager to execute the purchase agreement when all conditions have been met; and
- Approve a 10% contingency in the amount of $41,690.
Levine Act
