GRANT SUMMARY
On December 11, 2015, the City was awarded grant funds in the amount of $664,700 for the modification and upgrade of the traffic signal at the intersection of Mathilda Avenue and Indio Way, and the installation of a pedestrian crossing with in-roadway warning lights at the intersection of West Remington Drive and Michelangelo Drive.
The HSIP falls under Title 23 of Fixing America’s Surface Transpiration Act (FAST) of 2015. HSIP is a federal aid program for the purpose of achieving significant reductions in fatalities and serious injuries on all public roads. The California Department of Transportation (Caltrans) Division of Local Assistance (DLA) manages California’s local agency share of the HSIP funds. Local HSIP focuses on infrastructure projects with nationally recognized crash reduction factors (CRFs). Local HSIP projects must be identified on the basis of crash history, crash potential, crash rate, or other data-supported means. These grant funds are awarded on a competitive basis at the state level, and the following two Sunnyvale projects were selected for HSIP grant funds totaling $664,700 with a local match of $50,000:
• Intersection of Mathilda Avenue and Indio Way: The project will upgrade the existing signal by installing a new cabinet and controller, a new vehicular and bike detection system, and a dedicated left turn traffic signal phase with left turn lanes on Indio Way. This project was identified after a citywide collision analysis. The intersection of Mathilda Avenue and Indio Way included a higher than average of collisions including a fatality. The estimated costs of the improvements are $500,000 which will include $450,000 in HSIP grant funds, and $50,000 in local matching funds.
• Intersection of West Remington Drive and Michelangelo Drive: The project will install a high visibility crosswalk on Remington Drive with enhanced safety features like in-road warning lights. The project will also upgrade the existing warning signs and intersection lighting. The location was selected after a citywide collision analysis of non-signalized locations. West Remington Drive at Michelangelo Drive included a concentration of collisions involving pedestrians and bicyclists including a fatality. The estimated cost of the project is $214,700 and is fully funded by HSIP grant funds.
The Division of Transportation and Traffic in the Department of Public Works will be responsible for the management of the grant.

EXISTING POLICY
Council Policy 7.1.5 Donations, Contributions and Sponsorships:
The City Manager may apply for grants of any dollar amount, but shall notify the Council when grants are being pursued. Council approval of a budget modification to appropriate grant monies is required before funds can be expended by staff. Such a budget modification shall include the use to which the grant would be placed; the objectives or goals of the City which will be achieved through use of the grant; the local match required, if any, plus the source of the local match; any increased cost to be locally funded upon termination of the grant; and the ability of the City to administer the grant. For grants under the amount of $5,000 that do not have any external reporting requirements or any local match requirement, Council approval of a budget modification is not required. The City Manager is authorized to accept and administratively appropriate the grant funds.
This grant does not meet all of the criteria to be administratively appropriated by the City Manager; therefore a budget modification is required.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(4) in that it is a fiscal activity that does not involve any commitment to any specific project which may result in a potential significant impact on the environment.
FISCAL IMPACT
Funding Source
The total cost for design and construction of the two HSIP projects is $714,700. The cost distribution between the two projects is:
• Intersection of Mathilda Avenue and Indio Way $500,000. HSIP grant funds will cover the costs up to $450,000. Matching funds in the amount of 50,000 are required to secure the grant funds for this project and are proposed to be funded from Traffic Mitigation Fees.
• Intersection of West Remington Drive and Michelangelo $214,700. HSIP grants will fully cover the project costs.
Required Local Match
Matching funds in the amount $50,000 are required to secure the grant funds of $450,000 for the intersection of Mathilda Avenue and Indio Way.
Increased Cost to City Upon Grant Termination
None.
Budget Modification No. 30 has been prepared to appropriate HSIP grant funds in the amount of $664,700 for the upgrade and modification of the traffic signal at the intersection of Mathilda Avenue and Indio Way and installation of a pedestrian crossing with enhanced safety features at the intersection of Remington Drive and Michelangelo Way to a new project. Budget Modification No. 30 also appropriates $50,000 in matching funds from the Traffic Mitigation Fees sub-fund in the Capital Projects Fund.
