STAFF RECOMMENDATION
Recommendation
Take the following actions:
- Make a finding of California Environmental Quality Act (CEQA) categorical exemption pursuant to CEQA Guidelines Section 15301 which applies to the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use;
- Award a contract in substantially the same form as Attachment 2 to the report in the amount of $256,654.17 to Bear Electrical Solutions Inc. of Alviso, CA.
- Authorize the City Manager to execute the contract when all necessary conditions have been met; and
- Approve a 10% contingency in the amount of $25,665.

BASIS FOR RECOMMENDATION
The invitation for bid (IFB) was advertised on DemandStar on September 27, 2023 for street sign removal and replacement services. It was also provided to known contractors who specialize in these services in the Bay Area. Sealed bids were publicly opened on October 25, 2023. The City received three (3) bids. The lowest responsive and responsible bid was submitted by Bear Electrical Solutions, Inc. in the amount of $256,654.17 (Attachment 1 - Bid Summary).
ENVIRONMENTAL REVIEW
This project is exempt under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 which applies to the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use.
FISCAL IMPACT
Budgeted funds are available in Project 831770 - Illuminated Street Sign Replacement Project. A project budget financial summary is included as Attachment 3 to the report.
PUBLIC CONTACT
Public contact was made by posting the Council meeting agenda on the City's official-notice bulletin board at City Hall, at the Sunnyvale Public Library and in the Department of Public Safety Lobby. In addition, the agenda and this report are available at the NOVA Workforce Services reception desk located on the first floor of City Hall at 456 W. Olive Avenue (during normal business hours), and on the City's website.
