SUMMARY OF COUNCIL SUBCOMMITTEE ACTION

On May 14, 2019, the Community Events and Neighborhood Grant Distribution Subcommittee (Subcommittee) met to review FY 2019/20 grant applications and to develop funding recommendations for consideration by the full City Council on June 25, 2019. The Subcommittee members, appointed in January 2019 include, Mayor Klein, Vice Mayor Melton and Councilmember Fong.

 

At the March 7, 2019 Study/Budget Issues Workshop, Mayor Klein made a motion, seconded by Councilmember Larsson, to refer Budget Issue No. 3 (Increase Community and Neighborhood Grant Funding) to the budget process with a 50% increase in funding. Vice Mayor Melton offered a friendly amendment to direct staff to refer the budget issue doubling the amount as originally proposed with direction to staff to provide options ranging from a 50% to a 100% increase. The motion to refer Budget Study Issue No. 3 as amended carried on a 7-0 vote. As the Subcommittee met in advance of the annual budget workshop to establish funding recommendations, the Subcommittee considered its grant recommendations within the context of existing available budget of $10,500, a second scenario that assumes funding availability of $15,750, and a third scenario that assumes a funding availability of $21,000, with the additional $3,000 carryover from FY 2018/19.

 

At the annual budget workshop on May 23, 2019, staff presented two options to increase the available funding per Council’s direction: 1) a 50% increase that would result in a total of $15,750 in available funding and 2) a doubling of the current level of funding that would result in a total of $21,000. Vice Mayor Melton made a motion, seconded by Councilmember Fong, to approve Budget Supplement No. 11 to increase the Community Events Grant Program (CEGP) funding by 100%. The motion carried on a 7-0 vote. Therefore, the budgeted amount available for allocation in FY 2019/20 through the CEGP is $21,000, with the additional $3,000 carryover from FY 2018/19.

 

This year, eight CEGP applications were received for a combined funding request of $34,418. The Report to Subcommittee and Draft Minutes from the May 14, 2019 Subcommittee meeting are included as Attachments 1 and 2.

 

The Subcommittee reviewed the staff report and made a series of motions that resulted in the following recommendations to the City Council:

 

 

1.                     Approve FY 2019/20 Community Event Grants in the amount of $24,000, itemized as follows:

*SDA submitted grant applications for five of their FY 2019/20 community events including, Holiday Tree Lighting, Jazz & Beyond Festival Series, Summer Series, Vudu Movie Nights and the Magic of Sunnyvale. The Subcommittee recommends approving a single grant in the amount of $16,200 to SDA with eligible expenses to include those items identified in any of the five grant applications submitted.

 

PUBLIC CONTACT

Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall, at the Sunnyvale Senior Center, Community Center and Department of Public Safety; and by making the agenda and report available at the Sunnyvale Public Library, the Office of the City Clerk and on the City's website.

 

ALTERNATIVES

1.                     Approve the Council Subcommittee recommendations for the FY 2019/20 Community Event Grants funding as detailed in the draft minutes of the May 14, 2019 Subcommittee meeting (Attachment 2) and Funding Worksheet (Attachment 3).

2.                     Take other action as determined by City Council.
