Review and Approve 2025 Board and Commission Annual Work Plans

DISCUSSION

Council appointed boards and commissions have developed proposed annual work plans for calendar year 2025. These work plans are submitted annually for Council approval. Work plans identify policy issues the board/commission will be acting on during the year.

 

2025 work plans (Attachments 1 through 9) also list:

 

                     Board and Commission meeting dates;

                     Routine and special assignments specific to each board or commission;

                     Continuing Study Issues;

                     Annual review of policies and reports; and

                     Staff Memorandum to Council regarding the Bicycle and Pedestrian Advisory Commission’s Annual Work Plan 2025, included with Attachment 2, BPAC Annual Work Plan 2025

 

New study issues, ranked by Council at the February 13, 2025 Study Issues and Budget Proposals Workshop, will be added to the board and commission work plans. If Council drops any continuing Study Issus at the February 13, 2025 Workshop, Work Plans will also be updated accordingly. Updated work plans are provided to the board/commission as an “Information Only” item.

 

The Personnel Board typically addresses appeals under specific duties instead of addressing policy issues. This Board does not operate under an Annual Work Plan.

 

EXISTING POLICY

Council Policy 7.2.19 Boards and Commissions, Section 2.H.(I)(a) Work Plans.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” with the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378 (b) (5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

 

FISCAL IMPACT

There is no fiscal impact as a result of approving the Work Plans.

 

PUBLIC CONTACT

Public contact was made by posting the Council meeting agenda on the City's official-notice bulletin board at City Hall, at the Sunnyvale Public Library and in the Department of Public Safety Lobby. In addition, the agenda and this report are available at the City Hall reception desk located on the first floor of City Hall at 456 W. Olive Avenue (during normal business hours), and on the City's website.

 

RECOMMENDATION

Recommendation

Approve the 2025 Work Plans as submitted.

 

Levine Act

LEVINE ACT

The Levine Act (Gov. Code Section 84308) prohibits city officials from participating in certain decisions regarding licenses, permits, and other entitlements for use if the official has received a campaign contribution of more than $500 from a party, participant, or agent of a party or participant in the previous 12 months. The Levine Act is intended to prevent financial influence on decisions that affect specific, identifiable persons or participants.
