BACKGROUND

This report recommends amending the Classification Plan and the City’s Salary Resolution to increase salaries for the Neighborhood Preservation Specialist and Senior Neighborhood Preservation Specialist based on the approved classification study, and change the classification title of Job Seeker Services Manager (Grant Funded) to Senior Manager of Workforce Development (Grant Funded) for a better representation of the responsibilities assigned to this classification.

 

EXISTING POLICY

City Charter Section 1104, entitled Pay Plan, states that amendments to the pay schedule may be adopted from time to time by City Council upon the recommendation of the City Manager.

 

City Charter Section 1103, Classification, states that additions or changes to the classification plan may be adopted from time to time by the City Council upon the recommendation of the City Manager.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” with the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

 

DISCUSSION

Neighborhood Preservation Specialist

In May 2023 the Office of the City Manager approved a compensation study request from the Department of Public Safety (DPS).  This request included a review of the neighborhood preservation classifications and pay ranges.  This classification has been difficult to fill despite multiple recruitment efforts. 

 

The Office of the City Manager and DPS discussed survey results and recommend increasing pay ranges. Staff recommends the pay for the Neighborhood Preservation Specialist classification be equivalent to the comparable cities average. Based on the study, comparable cities top step average is $54.29/hour.  This is 4.77% above the current Neighborhood Preservation Specialist top step.  The Senior Neighborhood Preservation Specialist classification would also be increased to maintain the 10% differential above the Neighborhood Preservation Specialist classification to a top step of $59.72/hour.

 

These classifications are represented by SEA/ IFPTE Local 21. SEA/IFPTE Local 21 was provided notice and an opportunity to comment on the proposed pay rates for the represented classification.

 

Job Title Update

Job Seeker Services Manager (Grant Funded) to Senior Manager of Workforce Development (Grant Funded)

 

The NOVA Workforce Services Department requested to update the Job Seeker Services Manager classification title to Senior Manager of Workforce Development.  This change will provide a better representation of the responsibilities assigned to the classification.

 

This classification is represented by the Sunnyvale Managers Association (SMA). SMA was provided notice and an opportunity to comment on the proposed title change for the represented classification.

 

FISCAL IMPACT

The fiscal impact associated with the increase Neighborhood Preservation Specialist is $6,825 annually. There are 3.0 budgeted FTE Neighborhood Preservation Specialists for a total annual estimated impact of $20,475 annually and $511,866 over twenty years. The estimated impact of the salary increase of the Senior Neighborhood Specialist is $7,522 annually and $188,065 over twenty years. Overall, the salary change impact is $699,950.

 

There are currently two vacant Neighborhood Preservation Specialist positions.  Therefore, Program 12300 - Community Safety Services can absorb these additional costs this fiscal year. It should be noted, however, the department’s budget has been exceeded over the last several years, and staff are closely monitoring the operating budget for potential overspending at year-end.

 

Approved salary changes will be incorporated into the FY 2024/25 General Fund Long-Term Financial Plan with the Recommended Budget.

 

There is no fiscal impact associated with the classification title change of Job Seeker Services Manager (Grant Funded) to Senior Manager of Workforce Development (Grant Funded).

Public contact was made by posting the Council meeting agenda on the City's official-notice bulletin board at City Hall, at the Sunnyvale Public Library and in the Department of Public Safety Lobby.
