Call to Order:
 
Vice Mayor Jim Davis called the meeting to order at 6 p.m.

City Councilmembers Absent:

Study Session Summary:  
Traffic and Transportation Manager Jack Whitthaus introduced the item. Santa Clara County Roads and Airports Department Engineer Dawn Cameron presented information about the Lawrence Expressway Grade Separations using a PowerPoint slide presentation.  The presentation covered the alternatives analyzed, public outreach efforts, and preliminary estimates of project costs.  Information about the final proposed concept was presented that was a hybrid of other alternatives considered in the study.
 
Councilmembers asked questions, and made comments about the following issues:
 
·      More information about property acquisition is needed
·      Like concept of transit connection to Lawrence Caltrain Station
·      At some point should we set aside land along the expressway?
·      Concern about traffic impacts during construction and potential phasing options
·      Concern about weaving traffic with on and off-ramps in the center of the roadway
·      How were property owners notified about outreach meetings?
·      Can traffic impact fees be increased to support the project?
·      What are funding options for the project?
 
Council indicated that although the project was presented to the Bicycle and Pedestrian Advisory Commission and Planning Commission as study session items it wanted the Commission's to make a recommendation prior to the project returning to Council for action.
 
 
Public Comment:
One resident expressed support for keeping the project moving forward.
