Approve Budget Modification No. 38 to Appropriate $12,300 of Make-HER: STEM (Science, Technology, Engineering and Math) Exploration for Mothers and Daughters Grant Funds for Project-based Hands-on STEM Learning for Girls and Their Mothers (or Other Female Adult Mentors)

GRANT SUMMARY
The City Manager applied for, and on November 18, 2014 the City was awarded grant funds in the amount of $12,300 to the Department of Library and Community Services for a series of programs in which female technology educators provide girls ages 7-11 and their mothers tools and activities related to technology innovation and science. Participants at these workshops will learn to use new maker technology that enables the user to create or change everyday objects. Educators teaching these classes will serve as mentors to girls in order to encourage future careers in technology and science.
This grant will further the City's policy of providing educational support for library users of all ages.
The Division of Library in the Department of Library and Community Services will be responsible for the management of the grant.

This project was supported by Pacific Library Partnership, a consortium of libraries from Bay Area Counties.
EXISTING POLICY
Council Policy 7.1.5 Donations, Contributions and Sponsorships:
The City Manager may apply for grants of any dollar amount, but shall notify the Council when grants are being pursued. Council approval of a budget modification to appropriate grant monies is required before funds can be expended by staff. Such a budget modification shall include the use to which the grant would be placed; the objectives or goals of the City which will be achieved through use of the grant; the local match required, if any, plus the source of the local match; any increased cost to be locally funded upon termination of the grant; and the ability of the City to administer the grant. For grants under the amount of $5,000 that do not have any external reporting requirements or any local match requirement, Council approval of a budget modification is not required. The City Manager is authorized to accept and administratively appropriate the grant funds.
This grant does not meet all of the criteria to be administratively appropriated by the City Manager; therefore a budget modification is required. Grant funds from Pacific Library Partnership have external reporting requirements and fall under the federal single audit guidelines.
Council Policy .2.1 Library-Goals and Policies:
Goal 6.2C: Provide Library programs and publications to education, enrich and enlighten Library users.

This activity does not require environmental review because it can be seen with certainty that there is no possibility that it may have a significant effect on the environment. CEQA Guidelines Section 15061(b)(3).
