Review Complete Streets Checklist to qualify for future discretionary transportation funds or grant program endorsements from Metropolitan Transportation Commission

On May 21, the Bicycle and Pedestrian Advisory Commission (BPAC) received an overview of the purposes of the Metropolitan Transportation Commission (MTC)’s Complete Streets Checklist, its requirements, and approval process (RTC No. 26-0546, Attachment 1). MTC Resolutions No. 4493 and 4739 are attached as Attachments 2 and 3, respectively. As part of the approval process, the local BPAC is required to review the checklist and provide feedback prior to its submission to MTC.
Staff identified four (4) projects to be submitted for MTC Complete Streets Checklist approval, in anticipation of future funding opportunities and/or MTC endorsements with grant applications:
• Mary Avenue Grade Separation project: separate existing at-grade Caltrain crossing by maintaining the existing Caltrain tracks and lowering Mary Avenue with a new access point to Evelyn Avenue.
• Sunnyvale Avenue Grade Separation project: separate existing at-grade Caltrain crossing by maintaining the existing Caltrain tracks and constructing a pedestrian and bicycle undercrossing. This option will eliminate vehicular access on Sunnyvale Avenue through the tracks.
• Bernardo Avenue Pedestrian-Bicycle Undercrossing project: construct a new pedestrian and bicycle undercrossing to connect North and South Bernardo Avenue, which is currently separated by Caltrain tracks and Central Expressway.
• Sunnyvale Caltrain Station Pedestrian-Bicycle Access Improvement project: Improve pedestrian and bicycle access to the Sunnyvale Caltrain Station. The project boundary is bounded by California Avenue to the north, Sunnyvale Avenue to the east, Washington Avenue to the south, and Pastoria Avenue to the west.
Attachments 4 to 7 are the draft MTC Complete Streets Checklists for the four projects.
Summary of BPAC’s review feedback on these draft checklists will be added to the final MTC Complete Streets Checklist submittals. No formal action is required from the BPAC as part of the checklist approval process.
