SUBJECT

Title

Update on CAP 2.0 Community Advisory Committee (Information Only)

Report

BACKGROUND

Accelerating Climate Action was added as a Council Policy Priority at the January 2017 Strategic Workshop. On June 20, 2017, the City Council approved the formation of a Community Advisory Committee (CAC) to support the CAP 2.0 Initiative. The CAP 2.0 Initiative is a planning and community engagement effort to update the City’s Climate Action Plan (CAP) to address bolder, longer-term goals. At the same meeting, the Council approved staff’s recommendation that the Mayor appoint a three-member City Council Ad Hoc Subcommittee to review applications to the CAC and select its members.

DISCUSSION

On June 21, the Mayor identified the members of the Council Ad Hoc Subcommittee to select the CAC members: Vice Mayor Gustav Larson (who will chair the committee), Councilmember Larry Klein, and Councilmember Nancy Smith. This Ad Hoc Subcommittee will screen applications to membership on the CAP 2.0 CAC and will select the members for the non-Commission seats.

In July, staff will begin to solicit applications for the CAC. Applications will be accepted in hard copy and on-line. Staff will advertise the invitation to apply via the City’s website, City social media accounts, newspaper and newsletter advertisement, fliers posted on City bulletin boards, the City Manager’s blog, and email to various distribution lists including Open City Hall, Neighborhood Associations, Moffett Park Business Group, the Chamber of Commerce, and volunteer and non-profit groups. The tentative timeline for the application and selection process is shown below:

Release Invitation for Applications:                      Week of July 17

Deadline for Applications:                      August 23

Commissions appoint CAC Representatives:                     August/September

Council Ad Hoc Subcommittee Selection of Members:                      September

The final CAC membership will be reported to the City Council in September 2017.
