BACKGROUND
On April 27, 2022, the City was awarded grant funds in the amount of $217,816 to implement SB1383. SB 1383 set methane emission reduction targets for California (Lara, Chapter 395, Statutes of 2016) in a statewide effort to reduce emissions of short-lived climate pollutants (SLCP). Local jurisdictions must reduce organic waste disposal by 50% by 2020 and 75% by 2025; and recover currently disposed surplus food by at least 20% by 2025.

The Department of Resources Recycling and Recovery (CalRecycle) administered a one-time grant program meant to provide aid in the implementation of regulations adopted by CalRecycle pursuant SB 1383 and SB170 Budget Act of 2021. This non-competitive grant program provided $57 million of funding to local jurisdictions to assist with the implementation of regulation requirements associated with SB 1383.

The City was awarded $217,816 in CalRecycle SB1383 Local Assistance Grant Program for a grant term of April 27, 2022, to May 2, 2024 (Attachment 1). Funds were received in FY 2021/22, but due to staff turnover, the report to Council to appropriate the grant funds was delayed.

$178,498 of the grant funds will offset the cost of a term-limited Environmental Programs Specialist I position that focuses on education, monitoring, compliance, and procurement as required by SB1383.

Sunnyvale is a member of Santa Clara County regional edible food recovery program. The remaining $39,368 of the Grant will fund the City's portion of the edible food recovery program to ensure that the City is meeting its SB1383 food recovery requirements.
