STAFF RECOMMENDATION
Recommendation
- Award a contract in substantially the same form as Attachment 2 to the report in the amount of $272,963 to St. Francis Electric, LLC of San Leandro, CA;
- Authorize the City Manager to execute the contract when all necessary conditions have been met; and
- Make a finding that the action is exempt under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (c).

BASIS FOR RECOMMENDATION
A Request for Quotations was solicited to seven (7) vendors on August 24, 2023. The sole quote received was opened on September 13, 2024. St. Francis Electric, LLC submitted the lowest bid as shown on the Quotation Summary in Attachment 1 to the report. Staff recommends awarding a contract to St. Francis Electric, LLC in the amount of $272,963.
ENVIRONMENTAL REVIEW
This project is exempt under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (c), Existing Facilities, consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Subsection (c) specifically mentions "Installation modification and replacement of traffic signals, where no more than a negligible increase in use of the street will result."
FISCAL IMPACT
Budgeted funds are available in Project 825740 - Battery Backup Systems for Traffic Signal Maintenance. A project budget financial summary is included as (Attachment 3) to the report.
