Approve Budget Modification No. 7 to Appropriate up to $192,174 of Bay Area Urban Areas Security Initiative (UASI) Grant Funds for Cyber Security Improvements

GRANT SUMMARY
On June 27, 2023 the City was awarded grant funds in the amount of $192,174 for the purchase of software to improve cyber security. The Information Technology Department (ITD) identified two systems for equipment monitoring, one from Artic Wolf and one from SolarWinds, that would be purchased with this grant funding.
The Artic Wolf software will improve cyber security through endpoint management and monitoring. Logs will be retained for one year rather than the standard 90-day period so that the City has longer documentation for comparison and evaluation of network activity. The longer documentation period better aligns with best practices for cyber security monitoring. Additionally, a database user interface will be purchased as a Software as a Service (SaaS) to review the data and run reports.
The SolarWinds software is for system monitoring. The City has a Network Configuration Manager from SolarWinds. The new product is for their Server and Application Monitor product that includes monitoring the server infrastructure and custom applications while providing automated monitoring.
The additional monitoring of the endpoints, servers, and applications through these two services will allow the department to provide more proactive cyber security, and the additional logs will provide better information to evaluate potential suspicious network activity.
ITD will be responsible for the management of this grant.
