REPORT IN BRIEF
Approval is requested to award a five-year contract to Synagro-WWT, Inc. of Sacramento in the not to exceed amount of $12,500,000 for bio-solid disposal and digester cleaning. Approval is also requested to authorize the City Manager to renew the Agreement for two additional one-year periods, depending if services and pricing remain acceptable to the City and within available budgeted amounts.
EXISTING POLICY
Pursuant to Chapter 2.08 of the Sunnyvale Municipal Code, contracts for this type of service are awarded pursuant to a Request for Proposals (RFP) best value process, unless otherwise exempt from the competitive bidding process. Additionally, City Council approval is required for the procurement of goods and/or services exceeding $100,000 in any one transaction.
ENVIRONMENTAL REVIEW
The proposed project is categorically exempt from environmental review pursuant to the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline Section 15301 as it consists of maintenance of an existing public facility involving negligible or no expansion of capacity.
BACKGROUND AND DISCUSSION
The wastewater treatment process at the Sunnyvale Water Pollution Control Plant (WPCP) produces bio-solids through several treatment processes. The Primary Treatment Process removes organic matter from the influent wastewater stream which is then sent through the anaerobic digestion treatment process. The solids stabilized in the digesters are then processed for beneficial reuse, as soil amendments, by removing excess water (dewatering) and shipping these dewatered solids to land disposal sites. This process produces approximately 425 dry tons per year of bio-solids.
