Selection and Ranking of Potential 2025 Study Issues

Attached is a list of Study Issues the Planning Commission will review for 2025. The list includes:
• Two new CDD (as lead) Study Issues;
• Five CDD Study Issues that were deferred/below the line in 2024;
• One CDD (as support) Study Issue that was deferred by the Sustainability Commission in 2024, for the Environmental Services Department; and
• Three new CDD (as support) Study Issues, for the Department of Public Works, Environmental Services Department, and Library and Recreation Service Department.
The Study Issue papers can be found in Attachment 2 with links to the City’s Study Issue Process page and links to the specific papers for each issue.
RANKING PROCESS
At the hearing on January 13, 2025, the Planning Commission will recommend to the City Council whether a Study Issue should be ranked, deferred, or dropped (or “no recommendation,” if so desired). The Planning Commission will then rank the Study Issues not recommended for deferral, drop, or no recommendation per the City’s ranking policy. The Planning Commission’s recommendations will be transmitted to the Council as input for decisions on the potential Study Issues.
In lieu of each Commissioner having an individual ranking sheet to fill out independently, staff will call on Commissioners to give their rankings verbally.
The annual City Council public hearing on potential study issues and budget issues will be held on Tuesday, January 14, 2025, and the City Council will rank the study/budget issues at the Council Workshop on Thursday, February 13, 2025.
