Designate a Voting Delegate and Alternate for the 2024 League of California Cities Annual Conference

BACKGROUND
The League of California Cities ("CalCities") Annual Conference is held annually in September or October. This year the conference is from October 16 - 18 in Long Beach. During the Conference, CalCities membership acts upon resolutions that establish League policy during the General Assembly session of the Conference, scheduled this year for October 18.

Each member city is entitled to one vote on matters pertaining to CalCities Policy. Cities must designate one voting delegate and may designate up to two alternate voting delegates, which, per CalCities bylaws, must be done by city council action and cannot be accomplished by individual action of the Mayor or City Manager alone. The League also requires the voting delegates be registered conference attendees.

Council Policy 7.4.12 Council Appointments to Intergovernmental Agencies
Goal 7.3C: Participate in intergovernmental activities, including national, state and regional groups, as a means to represent the City's interest, influence policy and legislation, and enhance awareness.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" with the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378 (b) (5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes to the environment.

DISCUSSION
Staff is presenting this report with the proposed voting delegate and alternate.
