REPORT IN BRIEF
Staff requests Council approval of a Second Amendment to the Services Agreement with Bastion Security Services of San Jose, California, in substantially the same form as Attachment 1 to this report, to extend the agreement through May 14, 2027, and to increase the total not-to-exceed amount from $175,000 to $270,000 to continue unarmed security patrol services at the Sunnyvale Public Library.

EXISTING POLICY
Pursuant to Chapter 2.08 of the Sunnyvale Municipal Code, contracts for this type of service are awarded pursuant to a Request for Quotations (RFQ) best value process, unless otherwise exempt from the competitive bidding process. Additionally, City Council approval is required for the procurement of goods and/or services exceeding $250,000 in any one transaction.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonable foreseeable indirect physical change in the environment.

BACKGROUND AND DISCUSSION
The City maintains an agreement with Bastion Security Services to provide unarmed security patrols at the Sunnyvale Public Library. These services support the Library's mission to maintain a safe, secure, and welcoming environment for patrons and staff. Bastion Security personnel work in coordination with Library staff to enforce Public Conduct Policies and conduct regular patrols of both the interior and exterior of the facility, helping ensure a consistent level of safety and positive experience for all users.
