STAFF RECOMMENDATION
Recommendation
Take the following actions:
- Award a contract in substantially the same form as Attachment 2 to the report in the amount of $608,900 to Yunex LLC;
- Make a finding of categorical exemption from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301;
- Approve a 10% contingency of $60,890; and
- Authorize the City Manager or designee to execute the agreement when all conditions are met.

BASIS FOR RECOMMENDATION
The City listed an Invitation For Bids on DemandStar and separately invited eight proposers on December 27, 2024. Twenty-two contractors requested bid documents. Sealed bids were opened on February 5, 2025, and seven responsive and responsible bids were received. The lowest responsive and responsible bid was submitted by Yunex LLC in the amount of $608,900, as detailed in the bid summary (Attachment 1, Bid Summary). This project will fund the replacement of traffic signal controller cabinet assemblies at a total of nine (9) signalized intersections. Initially scheduled locations include:
* FY 2023/24: West Moffett Park Drive and Manila Avenue/Enterprise Way, South Fair Oaks Avenue and Old San Francisco Road
* FY 2024/25: North Fair Oaks Avenue and East Arques Avenue, North Fair Oaks Avenue and East Maude Avenue
Taking advantage of favorable market pricing for both material and labor costs, the City has accelerated the replacement schedule for five additional intersections:
* North Fair Oaks Avenue and East Duane Avenue
* North Fair Oaks Avenue and Caliente Drive/San Conrado Terrace
* North Fair Oaks Avenue and East Ahwanee Avenue
