Authorize City Manager to Execute a First Amendment to the Agreement Between the City of Sunnyvale and the Valley Transportation Authority for the State Route 237/US 101/Mathilda Avenue Interchange Improvement Project

BACKGROUND
In 2013, the City entered into a $4.0 million agreement with the Valley Transportation Authority (VTA) (Attachment 1) to complete the Project Initiation Document (PID), Project Alternatives/Environmental Document (PA/ED) and Plans, Specifications, and Estimates (PS&E) for the 237/101/Mathilda Interchange project. Over the last three years the City has been working with VTA staff to advance the project and narrow it down from three alternative designs to the preferred alternative (Attachment 2). A number of key milestones have already been completed. The Environmental Impact Report is scheduled for California Department of Transportation (Caltrans) approval on January 13, 2017 and the Project Approval scheduled for January 20, 2017. The project design has also been completed to the 35% design level and will be submitted to Caltrans in January 2017.
The original agreement was intended to provide enough funding to complete the design of the project, however the cost and schedule for the project extended beyond original planned expectations. This is due to two key reasons: 1) Different design alternatives had to be carried further than anticipated which required additional design and traffic analysis; and, 2) The environmental document was originally envisioned as a Mitigated Negative Declaration but was changed to an Environmental Impact Report.
