BACKGROUND
The attached Ordinance was introduced at a regular meeting of the City Council held on December 9, 2025 with the following vote: 6-0-1
A minor edit (shown in underline and strikethrough) is included in Section 3 of the Ordinance to reflect that the notice that will be filed for this project under the California Environmental Quality Act (CEQA) is a notice of exemption, which is appropriate for projects that are consistent with a community plan, the general plan or zoning for which an environmental impact report (EIR) was previously certified and do not cause project-specific significant impacts peculiar to the site (CEQA Guidelines Section 15183).
