Ratify the Valley Transportation Authority's (VTA) Appointment of Vice Mayor Linda Sell to the Capitol Corridor Joint Powers Agency (CCJPA) Board of Directors

BACKGROUND
Sunnyvale annually appoints Councilmembers to various intergovernmental assignments. Those intergovernmental assignments may appoint Councilmembers to serve on additional outside meeting bodies, to represent the appointing agency.
When an outside appointment is made, Council Policy 7.4.12 Council Appointments to Intergovernmental Agencies requires that Council ratify the appointment before the Councilmember begins serving.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" with the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378 (b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
DISCUSSION
The Capitol Corridor Joint Powers Agency (CCJPA) consists of two representatives from each of the eight counties in the Capitol Corridor, which includes Santa Clara County as represented by the Valley Transportation Authority (VTA). The two VTA-appointed representatives must be members of the VTA Board of Directors.
On February 13, 2025, the VTA appointed Vice Mayor Linda Sell as one of their representatives to the CCJPA. The term is for 2025. The CCJPA meets at 10 a.m. on the third Wednesday of every other month, with a break for July and August.
VTA's appointment letter is included as Attachment 1. The CCJPA meeting schedule is included as Attachment 2.

There is no fiscal impact associated with this report.
