Approval is requested to award a two-year contract to Synagro-WWT, Inc. of Sacramento in the not to exceed amount of $4,000,000 for biosolid disposal and digester cleaning. Approval is also requested to authorize the City Manager to renew the Agreement for three additional one-year periods, subject to acceptable performance, pricing, and availability of budgeted funds.

EXISTING POLICY
Pursuant to Chapter 2.08 of the Sunnyvale Municipal Code, contracts for this type of service are awarded pursuant to a Request for Proposals (RFP) best value process, unless otherwise exempt from the competitive bidding process. Additionally, City Council approval is required for the procurement of goods and/or services exceeding $250,000 in any one transaction.

ENVIRONMENTAL REVIEW
The proposed project is categorically exempt from environmental review pursuant to the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline Section 15301 as it consists of maintenance of an existing public facility involving negligible or no expansion of capacity.

BACKGROUND AND DISCUSSION
The wastewater treatment process at the Sunnyvale Water Pollution Control Plant (WPCP) produces biosolids through several treatment processes. The Primary Treatment Process removes organic matter from the influent wastewater stream which is then sent through the anaerobic digestion treatment process. The solids stabilized in the digesters are then processed for beneficial reuse as soil amendments by removing excess water (dewatering) and shipping the dewatered solids to sites for land application or composting. This process produces approximately 425 dry tons of biosolids per year.
