STAFF RECOMMENDATION
Recommendation
Take the following actions:
- Award a contract in substantially the same form as Attachment 2 to the report in the amount of $665,620 to FBD Vanguard Construction, Inc. of Livermore, CA;
- Find that the Project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(c);
- Authorize the City Manager to execute the contract when all necessary conditions have been met; and
- Approve a 10% contingency in the amount of $66,562.

BASIS FOR RECOMMENDATION
The Pedestrian and Safe Routes to School Improvements in Sunnyvale Neighbors of Arbor Including La Linda (SNAIL) and Braly Corner Neighborhoods Project (TR-23-04) was advertised on PlanetBids on October 31, 2025. Forty-eight (48) prospective bidders requested bid documents. Sealed bids were opened on December 10, 2025, with twelve (12) bids received. FBD Vanguard Construction, Inc. submitted the lowest responsive and responsible bid of $665,620 (Attachment 1 - Bid Summary).
The project will implement pedestrian and Safe Routes to School improvements at three (3) intersections: two (2) near Columbia Middle School in the SNAIL neighborhood, and one (1) near Braly Elementary School in the Braly Corners neighborhood.
