STAFF RECOMMENDATION
Recommendation
Take the following actions:
- Award a contract in substantially the same form as Attachment 2 to the report in the amount of $691,920 to Vellutini Corporation DBA Royal Electric Company of Sacramento, CA;
- Approve a 15% construction contingency in the amount of $103,788;
- Authorize the City Manager to execute the contract when all necessary conditions have been met; and
- Make a finding of a categorical exemption from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(a).

BASIS FOR RECOMMENDATION
The SMaRT Station NexGen Electrical Upgrade Project (Project No. PR-23-01) is the first phase of a larger effort to upgrade the sorting and recycling equipment at the SMaRT Station. It is necessary to provide additional electrical capacity within the facility to power future equipment. The scope of work includes re-purposing an existing office to a new electrical room and installing a new electrical service consisting of a new switchboard, a new concrete equipment pad, new conduit and trenching, and all associated architectural, structural, and electrical work. The project will also improve accessibility in the existing parking lot.
The SMaRT Station NexGen Electrical Upgrade Project (Project No. PR-23-01) was advertised on Demandstar on May 24, 2024. Twenty-Six (26) contractors requested bid documents. Sealed bids were opened on June 12, 2024, with four (4) responsive bids received.
