BACKGROUND
In early 2025, Council set five (5) strategic goals to guide the City from July 2025 through June 2027. To advance these goals, staff developed a Strategic Workplan (RTC 25-0511), launched a public-facing dashboard to share progress , and provides quarterly updates to Council on the Workplan and its associated projects. The Council Policy review effort has been incorporated into the Strategic Framework Workplan under the Responsive Government Goal as an operational project suggested by staff (Workplan Item GO-37, Update Council Policies).
On December 9, 2025, City Council approved amendments to Council Policies contained in Council Policy Manual Chapter 7 - Planning and Management (RTC 25-1114). As noted in the report, staff are conducting an incremental review of all Council Policies that have not been updated in the past five years. This phased effort is intended to clarify policy language, reduce duplication, and simplify policies where appropriate.
In addition, the City Attorney has drafted a Public Meeting Handbook that compiles various Council policies, rules of parliamentary procedure, and other matters related to how public meetings are conducted as an easy reference for Council, boards and commissions, and staff. The Handbook needs to be reviewed and finalized for adoption by the full Council.

DISCUSSION
Mayor Klein announces an ad hoc advisory committee on Council Policy Review and Updates and that Mayor Larry Klein, Vice Mayor Richard Mehlinger, and Councilmember Charlsie Chang will form the committee.
