STAFF RECOMMENDATION
Recommendation
Take the following Actions:
- Award a Consultant Services Agreement to BFS Landscape Architects of Monterey in the amount of $520,848 for professional services for the Baylands Park Infrastructure Project in substantially the same form as Attachment 1 to the report;
- Authorize the City Manager to execute the agreement when all the necessary conditions have been met; and
- Approve a 10% contingency in the amount of $52,085.

BASIS FOR RECOMMENDATION
The Baylands Park Infrastructure Project is essential to repair and/or replace aging systems and maintain the park's existing infrastructure. This consultant services agreement will include design services and construction support for the rehabilitation of park restroom buildings, replacement of irrigation systems, and repair of drainage issues at Baylands Park. The scope also includes an assessment of the feasibility of adding electric vehicle charging infrastructure. Optional services include design of the electric vehicle charging infrastructure, geotechnical services, and utility locating services as needed.

A request for proposals (RFP) was posted on PlanetBids on September 23, 2025, and distributed to multiple firms. Five (5) proposals were received on October 28, 2025. BFS Landscape Architects was selected as the highest-ranked proposer. A detailed scope of work is included in Attachment 1 to this report.
