Designate a Voting Delegate and Alternates for the 2026 League of California Cities Annual Conference
Report
BACKGROUND
The League of California Cities ("CalCities") Annual Conference is held annually in September or October. This year the conference is from September 23 - 25, 2026, in Anaheim. During the Conference, CalCities membership acts upon resolutions that establish League policy during the General Assembly of the Conference, scheduled this year for September 25, 2026.
Each member city is entitled to one vote on matters pertaining to CalCities policy. Cities must designate one voting delegate and may designate up to two alternate voting delegates, which per CalCities bylaws must be done by city council and cannot be accomplished by individual action of the Mayor or City Manager alone. The League also requires the voting delegates be registered conference attendees.

Goal 7.3C: Participate in intergovernmental activities, including national, state and regional groups, as a means to represent the City's interests, influence policy and legislation, and enhance awareness.
Council Strategic Goal: Responsive, transparent and efficient City government
ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" with the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378 (b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

Staff is presenting this report with the proposed voting delegate and alternate.
