GRANT SUMMARY
In 2010, Santa Clara County voters authorized a ten dollar ($10) increase in the Vehicle Registration Fee (VRF) for transportation-related projects. A portion of the $10 fee is used for a Countywide Intelligent Transportation Systems (ITS) Technology competitive grant. In October 2025, Valley Transportation Authority (VTA) issued a call for projects for the fifth (5th) cycle of the VRF Program for use on ITS projects. Staff submitted a grant application for the Mathilda Avenue/Sunnyvale-Saratoga Road and Homestead Road Smart Corridor ITS Upgrade project.
On May 7, 2026, the VTA Board awarded program funds to the Mathilda Avenue/Sunnyvale-Saratoga Road and Homestead Road Smart Corridor ITS Upgrade project, as shown in Attachment 1 to this report. The project proposes to upgrade video detection systems and deploy an adaptive traffic signal control system along the Mathilda Avenue/Sunnyvale-Saratoga Road corridor from Java Drive to Alberta Avenue and along the Homestead Road corridor from Hollenbeck Avenue to Belleville Way. This equipment will include video detection cameras at six (6) intersections currently lacking adaptive-ready detection infrastructure, and implementation of Econolite's Centracs Edaptive cloud-based adaptive signal system at 31 intersections along both corridors as shown in Attachment 2. VTA and the City intend to enter into a funding agreement as shown in Attachment 3 to this report.
