DISCUSSION
The semi-annual report of all City boards and commissions shows the attendance of each member at both regular and special meetings. The report shows attendance for January to June 2024 and for the past 12 months as required by Council Policy 7.2.19, 2.G.(II).
The next attendance report will be provided to Council in January 2025, for the period of August to December 2024.
The Attendance Report details Personnel Board Member Richard Lesher missing 50% of Personnel Board meetings with unexcused absences over the last 12 months. While this percentage is accurate, the Personnel Board met only two times (September 18 and 20, 2023) over the last 12 months. Board Member Lesher attended the September 18 meeting and arrived approximately five minutes late for the September 20 meeting. The September 20, 2023 Personnel Board meeting lasted three minutes, causing Board Member Lesher's late arrival to be categorized as an unexcused absence. Given the circumstances of that single unexcused absence, the City Clerk will not be declaring that seat vacant as that would be inconsistent with the intent of the policy.
There are no vacancies that will result from this semi-annual attendance report.
EXISTING POLICY
Council Policy 7.2.19, 2.G.(II): Council shall take into consideration board and commission member attendance records, including tardiness, when evaluating the overall performance of board and commission members. Unexcused absences from three consecutive regularly scheduled meetings, or from more than 25% of all regularly scheduled meetings over any consecutive 12-month period, shall result in that member's seat being declared vacant by the City Clerk. The percent of regularly scheduled meetings attended shall only be shown for board and commission members having been in office at least six months.
