Award of Contract for Automated External Defibrillators (F14-46)

BACKGROUND
Approval is requested to award a contract to HeartReady of San Jose in the amount of $129,057 for the purchase of fifty-nine (59) Phillips brand automated external defibrillators (AEDs) and accessories as required by the Department of Public Safety. The defibrillators are for the use of Sunnyvale Public Safety Officers and will be installed in police and fire vehicles.

DISCUSSION
The Department of Public Safety (DPS) currently has fifty-nine (59) AEDs in its patrol cars and other vehicles that were purchased and installed in 2006. These units were under warranty for an initial five-year period, after which the City purchased an extended warranty for an additional two years. That warranty period has now expired and no additional warranty periods are offered; the units have, therefore, reached the end of their useful life. DPS also has a number of AEDs in City facilities, but these units are not ready for replacement at this time.
AEDs are used by DPS to treat victims of Sudden Cardiac Arrest (SCA). According to the American Heart Association SCA claims over 225,000 lives per year in the United States. The treatment for a victim of SCA is rapid defibrillation using an AED. Since the inception of the AED program in DPS in 1994, 62 lives have been saved.
The continued use of the Philips brand AEDs is sought to allow for a continuity of AEDs throughout the City. Training, supplies, and software for these new AEDs match those currently in service.
Bid specifications for the AEDs and accessories were prepared by Department of Public Safety and Purchasing staff. Invitation for Bids No. F14-46 was sent directly to six authorized distributors of Philips HeartStart AEDs. Sealed bids were received and publicly opened on December 18, 2013.
