GRANT SUMMARY
The City Manager accepted a grant to the Department of Library and Community Services in the amount of $5,300 to support an ePublishers initiative called BALE (Bay Area Library ePublishers). The proposed outcome of the grant will be a digitally published anthology of local authors comprised of poetry and short fiction. The BALE Grant monies will be used to pay speaker fees for four creative writing classes to be provided for free to the community as well as ISBN fees, a digital publishing consultant, graphic design of cover art, and hard copies of the completed anthology for distribution to the authors and circulation within the library collection. The anthology will also be published by the Library as an eBook and made available on the Library's website.

The Division of Library in the Department of Library and Community Services will be responsible for the management of the grant.

This project was supported by an LSTA (Library Services and Technology Act) grant administered in California by the California State Library.

EXISTING POLICY
Council Policy 7.1.5 Donations, Contributions and Sponsorships:
The City Manager may apply for grants of any dollar amount, but shall notify the Council when grants are being pursued. Council approval of a budget modification to appropriate grant monies is required before funds can be expended by staff. Such a budget modification shall include the use to which the grant would be placed; the objectives or goals of the City which will be achieved through use of the grant; the local match required, if any, plus the source of the local match; any increased cost to be locally funded upon termination of the grant; and the ability of the City to administer the grant.
