Study Session Summary:  
Principal Planner Andrew Miner gave presentation regarding project background, Station Area Plan contents, and upcoming meetings. Director of Public Works Manuel Pineda presented traffic background and findings of recent traffic analyses.
 
Issues raised by City Council:
 
·      How will implementation elements be paid
·      Impact of area redevelopment will have on area schools and parks
·      Interest in providing property for future school use
·      Mode share split for traffic seems to understate transit usage
·      Can residential usage be limited to rental rather than ownership if renters are more likely to use transit
·      How to manage walled communities separated from each other and surrounding area
·      How to avoid hop-scotch pattern of improvements in area (sidewalks, etc.) while redevelopment occurs intermittently over time
·      Are there working examples of an incentive plan being used?
·      How to allow existing businesses to maintain an area presence while other uses develop
·      How to allow redevelopment to occur while circulation in area is built out over time
·      How was minimum and maximum densities established
·      Does Caltrain have capacity to handle additional riders as redevelopment occurs at station area
·      Can City decide whether to accept in-lieu fees for parks or land?
·      Does reduced parking requirements impact area- will TDM plans address the difference between existing requirements and proposed reduced requirements?
