BACKGROUND
The North Valley (NOVA) Job Training Consortium was formed in 1983 with the passage of the federal Job Training Partnership Act (JTPA). For more than 30 years, the Sunnyvale City Council has served as the Chief Local Elected Official (CLEO) for the NOVA consortium and now represents seven cities (Cupertino, Los Altos, Milpitas, Mountain View, Palo Alto, Santa Clara, and Sunnyvale) through a Joint Exercise of Powers Agreement; Workforce Development Services (JPA).  The NOVA Workforce Services Department is fully grant-funded and uses no general fund resources.
 
On January 27, 2015 the San Mateo County Board of Supervisors passed Resolution 073599, requesting inclusion into the NOVA Consortium.  At the February 28, 2015 Sunnyvale City Council meeting, Council approved the request by San Mateo County to join the NOVA Workforce Consortium. Until San Mateo's request has been approved by the California Workforce Investment Board (State Board) and the Governor, however, San Mateo County will formally remain a separate, recognized workforce area.

Council Policy Manual 5.1.1: Socio-Economic - Goals and Policies: Education and Training Goal 5.1F: Provide job training and employment services, within constraints of operative Federal regulations and available Federal funding, to address the locally-determined employment and training needs of economically disadvantaged residents and others with special needs.

DISCUSSION
At the September 30, 2014 Council meeting, Council authorized NOVA to accept a $651,000 contract with the County of San Mateo to administer Workforce Investment Act operations in San Mateo County through June 30, 2015.
 
The State Board is scheduled to approve the addition of San Mateo County to the NOVA consortium by the end of the current fiscal year.  Unfortunately, the final approval by the governor is not expected until mid-July 2015, which crosses into the next fiscal year. This timing necessitates that San Mateo County and NOVA enter into a contractual relationship for NOVA to receive the San Mateo WIOA grant funds and manage and perform the required services starting July 8, 2015. The service provision structure within San Mateo County for the Youth, Adult, and Dislocated Worker programs is currently outsourced to four distinct providers with five specific contracts.  As the workforce service entity for the County, NOVA is seeking approval to enter into a service contract with San Mateo and to award contracts to the service providers up to the following amounts for the upcoming fiscal year (see draft contracts attached):

FISCAL IMPACT
Since funds are obligated to programs based upon grant appropriations dedicated to NOVA, sufficient funds will exist to cover all anticipated obligations of day-to-day operations. There is no impact to City funds.
 
PUBLIC CONTACT
Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall, at the Sunnyvale Senior Center, Community Center and Department of Public Safety; and by making the agenda and report available at the Sunnyvale Public Library, the Office of the City Clerk and on the City's website.
 
RECOMMENDATION
Recommendation
Approve a contract with San Mateo County for the City to manage up to $4 million in County Workforce Innovation and Opportunity Act funds and provide Workforce Development Services within that county, and the following contracts with providers to serve San Mateo County: (1) with Jobtrain for youth services in an amount not to exceed $350,000; (2) with Puente de la Costa Sur for youth services in an amount not to exceed $200,000; (3) with Jefferson Union High School District for youth services in an amount not to exceed $250,000; (4) with CLCP for adult and dislocated worker services in an amount not to exceed $1,137,500, and (5) with Jobtrain for adult and dislocated worker services in an amount not to exceed $487,500.
