Study Session Summary:
A Study Session was held to evaluate the potential of a ballot measure to increase the rate and/or base of the City’s Utility Users Tax (UUT) and to explore the feasibility of a discount program for low income utility customers. As follow up to the Study Session, Council requested staff return with the alternative to modernize the telecommunication UUT without broadening the base or increasing the rate and to provide typical fiscal impact information on consumers. Additionally, Council asked for an evaluation on whether a future low income exemption on the Electric UUT can be implemented utilizing the standards of PG&E’s discount program if the City forms a Community Choice Energy (CCE) program.
