Approval is requested to award a construction contract in the amount of $442,000 to D.W. Nicholson Corporation of Hayward for the SMaRT Station(r) Main Service Switchboard Replacement project (Public Works Project PR-15/06-16). Approval is also requested for a 10% construction contingency in the amount of $44,200.

EXISTING POLICY
Section 1309 of the City Charter requires public works construction contracts to be awarded to the lowest responsive and responsible bidder.

ENVIRONMENTAL REVIEW
The CEQA determination for this project is a Class 1 categorical exemption pursuant to CEQA Guidelines Section 15301 for maintenance or repair of existing facilities involving negligible or no expansion of use beyond which presently exists.

BACKGROUND AND DISCUSSION
The Sunnyvale Materials Recovery and Transfer (SMaRT) Station is located on the site of the closed Sunnyvale landfill at 301 Carl Road. Since 1993, it has provided solid waste and recycling services for the cities of Mountain View, Palo Alto and Sunnyvale. In spring 2013, the 3000 amp main electrical service for the SMaRT Station failed, requiring immediate, temporary repairs. A temporary 2000 amp service was installed to restore a minimal electrical service to the facility to keep it operational.
Since spring 2013, the facility operator has been forced to adjust the hours during which large pieces of equipment operate in order to keep the total electrical load within the limit imposed by the temporary service. Replacement of the electrical service hardware is necessary.
