Approval is requested to award a construction contract in the amount of $230,354 to Alaniz Construction Inc. of Fremont for the Downtown Parking Lots - Evelyn Avenue/Sunnyvale Avenue and McKinley Avenue/Carroll Street (Public Works Project No. ST-15-09). Approval is also requested for a 10% construction contingency in the amount of $23,035.

 

EXISTING POLICY

Section 1309 of the City Charter requires construction contracts to be awarded to the lowest responsive and responsible bidder.

 

ENVIRONMENTAL REVIEW

The California Environmental Quality Act (CEQA) determination for this project is a Class 1 categorical exemption pursuant to CEQA Guidelines Section 15301 for alterations to existing facilities involving negligible or no expansion of existing use beyond that which presently exists.

 

BACKGROUND AND DISCUSSION

This project provides for improvements to parking lots in the downtown Parking District.  For Fiscal Year 2015/16, these include lots at Evelyn Avenue/Sunnyvale Avenue as well as McKinley Avenue/Carroll Street.  The scope of work includes the installation of concrete valley gutters, Americans with Disabilities Act (ADA) ramp upgrades, rehabilitation of the damaged pavement including dig-out patch repairs, signage and striping. The valley gutters are designed to collect drainage from the parking lots and direct it to existing catch basins to reduce the potential for flooding.

 

The project was advertised in the Sunnyvale Sun on April 22, 2016, distributed to sixteen Bay Area Builder’s Exchanges, and published on the City’s website.  Four contractors requested bid documents.  On May 4, 2016, the City attended a meeting of downtown businesses and informed them that construction is expected to begin during summer 2016. Sealed bids were opened on May 11, 2106, with two bids being received.  The lowest responsive and responsible bid was received from Alaniz Construction Inc.  The bid summary is attached (Attachment 1).

 

FISCAL IMPACT

Budgeted funds are available in Capital Project 827570, Downtown Parking District Major Maintenance Project.

 

Funding Source

This project is funded by the Parking District Fund.

 

PUBLIC CONTACT

Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall, at the Sunnyvale Senior Center, Community Center and Department of Public Safety; and by making the agenda and report available at the Sunnyvale Public Library, the Office of the City Clerk and on the City's website.

 

RECOMMENDATION

Recommendation

1) Make a finding of a categorical exemption from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 for alterations to existing facilities involving negligible or no expansion of use beyond that which presently exists; 2) award a contract in substantially the same form as Attachment 2 to the report and in the amount of $230,354 to Alaniz Construction Inc.; and 3) approve a 10% construction contingency in the amount of $23,035.
