At the November 29, 2016 Special Council Meeting, staff provided a presentation on recreational and medical marijuana issues, including proposed next steps. The power point presentation included a matrix titled “Potential Policy Gaps in Regulation” which identified staff recommendations. In summary, staff recommended that Council continue to prohibit all commercial/retail marijuana activities, regulate personal growth for both recreational and medical marijuana, and move forward with the 2017 proposed study issue on marijuana related activities. Staff advised that they would return with options and recommendations related to personal growth during the first quarter of 2017 and would closely monitor statewide actions related to commercial/retail activities scheduled to be permitted by the State of California in January 2018.
