REPORT IN BRIEF
Approval is requested to authorize the issuance of a Purchase Order to Towne Ford Sales of Redwood City in the amount of $149,774 (including tire fees and sales tax), for five (5) police Interceptor utility vehicles to be used by the Department of Public Safety.
EXISTING POLICY
Pursuant to Chapter 2.08 of the Municipal Code, Council approval is required for the procurement of goods and/or services greater than $100,000.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.
BACKGROUND AND DISCUSSION
The City currently uses a combination of Ford Interceptor sedans and Ford Interceptor utility vehicles for patrol services. The economical operation of the City's fleet requires that vehicles and equipment be replaced before operating costs become excessive, in accordance with annual replacement schedules. In FY2017/18, five Interceptor sedans are up for replacement. The vehicles have accumulated 100,000 miles or are ten years old and are at or near the end of their useful life.
An Invitation for Bids (IFB) to replace the vehicles was issued through the City's Onvia Demand Star public procurement network. Sealed bids were opened on March 1, 2017 with one bid being received. The bid summary is contained in Attachment 1. The sole bid received was from Towne Ford Sales of Redwood City. Even though only one bid was received, the pricing submitted by Towne Ford was less than pricing obtained through purchasing cooperatives that City utilizes for certain procurements.
