SUMMARY OF SUBCOMMITTEE ACTION

On January 10, 2017, the City Council appointed Councilmembers Klein, Smith and Melton to serve on the Community Event and Neighborhood Grant Distribution Subcommittee (subcommittee).  At the subcommittee’s meeting on April 28, 2017, with Councilmember Smith absent, the subcommittee reviewed grant applications.  Councilmember Smith had an excused absence from the meeting.

 

In reviewing grant applications, the Subcommittee noted grant requests exceeded the total amount in the FY 2017/18 Recommended Budget. Consequently, the Subcommittee recommended Community Event Grants in the amount of $10,250 and Neighborhood Grants in the amount of $6,278 to align with the FY 2017/18 Recommended Budget. In addition, the Subcommittee recommended allocation of $900 from the Council Service Level Set Aside Fund to address additional needs in the Neighborhood Grant program. The Report to Subcommittee and Draft Minutes from the April 28, 2017 Subcommittee meeting are included as Attachments 1 and 2.

 

The Subcommittee made a series of motions that resulted in the following recommendations to the City Council:

 

1.                     Approve a single Community Event Grant in the amount of $10,250 be awarded to the Sunnyvale Downtown Association (SDA) with eligible expenses to include those items identified in the four individual grant applications submitted by SDA including the Holiday Tree Lighting, the Jazz & Beyond Music Series, the Magic of Sunnyvale and the Summer Music+ Market.

 

2.                     Approve Neighborhood Grants in the amount of $6,278 itemized as follows:

As part of the motion, the Subcommittee recommended that the grantees with an asterisk above work with staff to leverage other resources that are available, such as the Friends of the Library Little Libraries grant program and the outdoor movie screen that is managed by the Department of Library and Community Services.

 

3.                     Approve Neighborhood Grants in the amount of $900 from the Council Service Level Set Aside Fund, itemized as follows:

a.                     Evelyn Glen HOA: $500 for A Taste Around the World

b.                     Traditions of Sunnyvale Association: $400 for Block Party and Scavenger Hunt.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” with the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378 (b) (4) in that it is a fiscal activity that does not involve any commitment to any specific project which may result in a potential significant impact on the environment.

 

FISCAL IMPACT

Subcommittee recommendations #1 and #2 are included in the FY 2017/18 Recommended Budget in the General Fund, Program 626650 - Community Resources.  Budget Modification No. 1 has been prepared to appropriate $900 for FY 2017/18 Neighborhood Grants budget from the Council Service Level Set Aside Project funding to fund Subcommittee Recommendation #3.

Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall, at the Sunnyvale Senior Center, Community Center and Department of Public Safety; and by making the agenda and report available at the Sunnyvale Public Library, the Office of the City Clerk and on the City's website.

 

ALTERNATIVES

1.                     Approve the Council Subcommittee recommendations as detailed in the draft minutes of April 28, 2017 Subcommittee meeting (Attachment 2) and the Council Subcommittee Funding Worksheet (Attachment 3).

2.                     Approve Budget Modification No. 1 in the amount of $900 contingent on City Council approval of the FY 2017/18 Recommended Budget.

3.                     Take other action as determined by City Council.
